Bell seeks 2nd term, talks jobs, education

The 40-plus people inside Initial Inspiration in downtown Waynesboro on Thursday were some of the new constituents Del. Richard P. “Dickie” Bell will have to court to win a second term in the General Assembly.

Nearly half of the 20th District population represented by Bell, R-Staunton, will be new to him as he tries to persuade voters to send him back to the House of Delegates in November elections.
